The Ministry of University and Research (MUR) has officially published the first Three-Year Research Plan 2026-2028 (PTR 2026-28).
Provided for in the 2026 budget law, the Ministry's Plan aims to ensure stable planning of funding for research (basic and applied) by universities, public research bodies supervised by the MUR, institutions of higher education in art, music and dance (AFAM) affiliated with the Ministry, as well as businesses and non-profit organisations. Attached to the Plan is a three-year funding schedule, which can be updated annually.
The Plan and the schedule are approved by ministerial decree by 31 January of the first year of the three-year period in question and govern the objectives, characteristics of activities and projects, methods and timing of implementation, the extent of subsidies and grants available, the methods of their disbursement, the timing of the definition of procedures and individual phases, and the requirements for access to resources.
